Introduction
The SPNIWCD, Regional Centre, Lucknow was established in 1982 originally to cater to the training and research needs of 11 Hindi speaking states of India viz Jammu & Kashmir, Himachal Pradesh, Punjab, Haryana, Uttarakhand, Uttar Pradesh, Bihar, Jharkhand, Andaman & Nicobar Islands. However, after the establishment of the Regional Centre, Mohali in the year 2019, the states were redistributed. The regional centre now reaches out to meeting the training requirements of four major states: Uttar Pradesh, Bihar, Jharkhand and Uttarakhand.
The Regional Centre, Lucknow started functioning in the year 1982 in a rented building at Nirala Nagar in Lucknow. The centre later shifted to its own building in 1990 at Gudamba, Kursi Road, Lucknow. Spanning over 3.49 acres of lush greenery, the campus is equipped with a wide range of infrastructural facilities designed to support both training, research and extension activities. The institute's state-of-the-art facilities and dedicated approach ensure that it stays ahead for fostering capacity building in the twin domain of women and child development in the region. A glimpse of infrastructure facilities at the centre is as below:
Administrative Block
- Auditorium: With a seating capacity of 110, this space is ideal for hosting state level events, meetings, seminar, conference, etc.
- Classrooms: There are classrooms with a seating capacity of 35 each, equipped with modern training technologies.
- Conference Room: A well-furnished conference room that can accommodate up to 50 people for consultation meetings and state level training programs.
- Library: A well-stocked library with a wide range of books, journals and digital resources to support training and research.

- Computer Lab: A state-of-the-art computer lab with a capacity for 25 trainees with latest technology and software.
- Faculty Rooms: Comfortable and well-equipped rooms for faculty members, offering a conducive environment for preparation and research.
- Child Guidance Centre: A specialized mental health support centre providing diagnostic assessment, intervention and therapeutic services to families with children with developmental, learning, behavioural, emotional problems and or disabilities.
Administration and Accounts Divisions
- Administration Section: The administrative hub of the Institute, handling all administrative functions, processes and records.
- Accounts Section: A dedicated section for managing the financial transactions of the Institute.
Accommodation and Living Facilities
- Hostel: The hostel comprises 60 rooms with a total capacity of 120 beds, along with 5 guest rooms for visitors.
- Canteen: A spacious and hygienic canteen offering a variety of food options for trainees and staff.
- Recreation Room: A place for relaxation and leisure activities, equipped with basic recreational facilities.
Staff Quarters: Residential facilities for staff, categorized into:
- Type-I: 6 units
- Type-II: 6 units
- Hostel Warden Residence: A dedicated residence for the hostel warden to ensure smooth operation and supervision of hostel activities.
- Regional Director Residence: A Type-V residence for the Regional Director.
Training and Research
The SPNIWCD, Regional Centre, Lucknow is a region specific centre addressing to the research and training needs of different cadre of functionaries working under Mission Poshan, Mission Vatsalya and Mission Shakti. Aligned with the vision and mandate of the Ministry of Women and Child Development, Government of India, the centre plays a crucial role in enhancing the effectiveness and reach of these missions. The centre offers a comprehensive array of training programs designed to meet the diverse needs of its personnel. The trainings are need based in various formats which includes in-service Induction Training, Job Training, Orientation Training, Sensitization Workshops, Skill Development Courses and Training of Trainers. Each program is meticulously crafted to ensure that participants are well-equipped with the knowledge and skills necessary for their roles. In addition to its training activities, the SPNIWCD Regional Centre, Lucknow also undertakes need-based research. These research efforts are aimed at supporting and strengthening the policy formulation processes and the implementation of key schemes and programs initiated by the ministry. Thereby, the centre contributes valuable insights and data that inform and enhance the strategic planning of the Ministry of Women and Child Development.
Extension Projects
Child Guidance Centre
Child Guidance Centre (CGC) was established at Regional Centre Lucknow in February of 2003 to provide counselling and guidance services to the children up to 18 years of age having learning and behavioural problems. It has a multi-disciplinary dedicated team of psychiatrist, counselor, special educator, speech therapist and occupational therapist. Till 2023 total numbers of 1352 children have been registered with CGC for screening, assessment and therapeutic intervention. Apart from centre based services it also organises several outreach and advocacy activities in the city of Lucknow. In the past it provided psychological support services to adolescent girls in a CCI through both preventive, supportive and tertiary level mental health interventions like such Quality Circle Time, Life Skill Education, Group Counselling and individualized educational& emotional counselling, Alongside the capacity building of the stakeholders is taken upon to enhance their sensitivities and competencies in dealing with issues related to children. Similarly reaching out AWC it aimed to capacitate the AWS workers in developmental assessment and screening of children with or at risk of developmental delays or disabilities. The identified children are then supported through home based interventions through parent training and need based referral to tertiary level settings. Advocacy of mental health concerns of children and young adolescents is also its routine activity. The Centre organizes sensitization programs for teachers and parents on mental health and wellbeing concerns.
Nutri-Garden (Poshan Vatika) Project
To promote and support the vision of Mission Poshan (Poshan Abhiyan) of the Government of India, SPNIWCD Regional Centre, Lucknow has developed a Nutri-Garden/Poshan Vatika in the office premise. The project is a cost-effective, scientific, holistic model that easily meets the balanced dietary requirements. Crops are selected in keeping with prevailing food habits, local availability of diversified vegetables, micro-climate of the region, and with a view towards ensuring year-round availability of wholesome and nutritious food. The implementation of Nutri-garden has also strengthened an inter-departmental convergence with agriculture, horticulture, and other related functionaries to enhance nutritional awareness cum literacy among the common mass making them understand the basis of choice of crops and their nutritional content. The project is also utilized as a demonstration site to trainees during the physical training programmes. Further, on a pilot basis, the Institute has also started propagation of Nutri-garden in the nearby AWCs/community. Besides, the produce from the nutri-garden is gifted to neighbouring Anganwadi Centres and Child Care Institutions for children.

Mission
Restoring and Strengthening Emotional Wellbeing of Children and Families : Beyond the families best effort to give their child an accomplishing and joyous life, the journey of all children do not follow an expected pathway. Some children experience sadness, guilt, worthlessness, fear or respond to others in anger, may harm themselves or others and the like. Some children may be limited in their attention concentration, ability to stay focused, ability to learn academics, social skills, peer relationships. Yet all children deserve opportunities to dream for their lives, experience happy lives and reach their fullest potential.
Services
Child Guidance Center offers families comprehensive diagnostic assessments by qualified team of Child development professional, Child counselors, Psychiatrist, Psychologist and Speech therapist. It offers specialized screening and diagnosis of children suspected of, at risk of or showing learning, behavior, attention, and developmental difficulties.
Our team helps the child and family in recognizing what is coming in the way of success and happiness and find ways to make life bloom despite the limitations.
Assessment Services of the Center are available to families with young children up to the age of 12 years. Parents who are concerned about the child's learning, emotional and behavioral difficulties can contact the Centre from assessment and guidance. Families from any region, socioeconomic status can seek services at a nominal fee. Parents are met through appointment when the child and the family are worked with individually and exclusively.
Guiding Philosophy
The development of a child is shaped by his or her unique biological, psychological and social environment. Thus to understand the child, the team works together with the child and family to discover his or her unique profile and find ways to reach the goal post of success and accomplishments through the child's emotional and cognitive abilities within its family situation.
Comprehensive assessments by multidisciplinary team call for 8-10 assessment sessions with the child and the family.
