Child Protection Unit
SPNIWCD has been designated as a Nodal Institute for capacity building of functionaries working under JJ System and Mission Vatsalya Scheme. The Institute has been playing a key role in organizing consultations, workshops, training programmes for building the capacity of Members of Juvenile Justice Boards & Child Welfare Committees, Child Welfare Police Officers of SJPUs, Child Helpline Functionaries, Programme Managers & Programme Officers of State Child Protection Society & State Adoption Resource Agency, District Child Protection Officers, Protection Officers (Institutional and Non-Institutional Care), Legal cum Probation Officers, Social Workers, functionaries of Child Care Institutions, PRIs, NGOs including District Magistrates on Mission Vatsalya Scheme, legislations concerning child protection, on various issues pertaining to child rights and protection i.e child trafficking, child labour, child marriage, etc.
The Institute has been organizing on an average 140 training programmes/ workshops/ consultations in a year for building knowledge base as well as enhancing capacities of functionaries working under the J.J System & Mission Vatsalya Scheme on child rights and child protection at National and Regional levels. The Institute also conducts research studies and prepares documentations on various issues pertaining to child rights.

The Institute has completed 380 programmes and trained 23138 stakeholders across the country during the last three years (i.e. 2021-22, 2022-23 & 2023-24) under Mission Vatsalya Scheme. The Child Protection Division of SPNIWCD has been organizing various training programmes and prepares online Modules in collaboration with Police Academies, Judicial Academies, LBSNAA, C-DAC, etc.
B. Research Studies
The Institute carries out need-based research & documentations in order to analyze the ground level situation affecting the welfare and protection of children and applying possible solutions. The research studies and documentation work in the areas of child rights & child protection carried out by SPNIWCD is mentioned below:
- A Study on Pattern of Offenses Committed by Children in Conflict with Law in Delhi

Modules & Manuals
SPNIWCD has prepared various manuals on JJ Act, POCSO Act, Mission vatsalya erstwhile Child Protection Services Scheme for Superintendents and Caregivers of Child Care Institutions, Counsellors, Social Workers and Special Educators, District Child Protection Officers, Police / SJPU, Faculty of Educational Institutions, Chairpersons/ Members of Child Welfare Committees (CWCs), Medical / Health Professionals, Protection Officer (Institutional Care & Non- Institutional Care), LPOs and other stakeholders working under the JJ System and Mission Vatsalya scheme. The existing modules are being updated and new modules are being designed for functionaries working under JJ system and Mission Vatsalya.
NATIONAL RESOURCE CENTRE FOR CHILD PROTECTION
National Resource Centre for child Protection (NRCCP) at SPNIWCD is a unique initiative, containing several information sources to facilitate research, training, evaluation and technical support, advocacy, documentation, publication and dissemination in the field of child protection with additional focus on multimedia resources and information technology. The Resource Centre will collect and organise materials such as handbooks, reference books, directories, leaflets, posters, videos, research studies/ evaluation studies, child indexing/ child budgeting that are useful for stakeholders working under JJ system and Mission Vatsalya Scheme. The updated information of latest and emerging developments will be collated and compiled through technology portals. The Centre will be complimenting the Mission by way of providing technical inputs and facilitating academic research on issues concerning children.
Objective
The main objective of the NRCCP is to facilitate research, training, evaluation and providing technical support, advocacy, documentation, publication and dissemination in the field of child protection with additional focus on multimedia resources and information technology. The basic obejctives of the Centre are mentioned as under:
- Outreach and Consultative Services:Extend services at national, regional, and district levels, provide consultation services to individuals, organizations, and government agencies involved in child protection.
- Research Projects:Conduct need based research studies on child rights and protection, assessing policy impacts and various initiatives of MWCD.
- Child Budgeting and Child Indexing:As per guidelines of Mission Vatsalya, it is envisaged that the National Child Index and Child Survey are proposed to be designed and implemented in convergence with Ministry of Statistic and Programme Implementation (MoSPI). The Child Development Index (CDI) is an index combining performance measures specific to children – education, health and nutrition-to produce a score on a scale of 0 to 100. A zero score would be the best. The primary purposes of an index are to provide a value useful for comparing magnitudes of aggregates of related variables to each other, and to measure the changes in these magnitudes over time.
- Database Creation:Compile and maintain a comprehensive database on various child protection issues.
- Networking & Collaboration:Establish linkages and collaboration with academic institutions, NGOs, and other research Institutions such as IITs, IIPA, NHRC to make the child protection system more robust.
- Monitoring:Oversee Child Care Institutions in aspirational districts, rural, tribal and other remote areas of the Country.
- Programs and Advocacy:Organize in-house, state-level, and national-level programs to strengthen child protection systems.
- Dissemination of Information:Develop Information, Education, and Communication (IEC) materials for awareness.
- Mission Vatsalya PortalSupport the mapping of vulnerable children so that their care and development can be ensured.
Vision
- To create a platform accessible to State/UTs to provide technical support, resources and information on child right and protection.
Purpose
- To create a knowledge hub to provide technical guidance to various stakeholders under child protection system in order to strengthen child protection services and child welfare services.
Not only this, the proposed Resource Centre will act as a basic tool in carrying out the mission of the Institute. It will provide support to strengthen Child Protection Division of the Institute. The wide range of activities carried out in the Institute requires accurate information available at all times. The Resource Centre will be a support system for quality training of stakeholders. NRCC will also contribute to maintain a high standard of performance. The presence of a Resource Centre shows a commitment to bring excellence in the Institute. It will enhance professionalism and credibility and encourages others to look to the Institute for leadership. Maintaining a resource center demonstrates a commitment to best practices in the area of work. Resource Centre will collect its own organization’s material to compile a record of activities and individuals for future reference and research. Resource Centre will play a central role in documenting its history and ongoing work.
