SPNIWCD: Hindi Section
Savitribai Phule National Institute of Women and Child Development(SPNIWCD) has wholeheartedly adopted Hindi and made it an integral part of its working system. In compliance with the various constitutional and legal provisions of the Official Language Act, 1963, the Hindi Section was established in the institute in 1980. The Hindi Section at SPNIWCD consists of sanctioned posts of an Assistant Director (Rajbhasha), a Senior Hindi Translator, and a Junior Hindi Translator. This section is actively involved in promoting the use of Hindi at the headquarters and its regional centers
Work Performed by the Hindi Section
Translation Work: Hindi Section is responsible for translation work from English to Hindi and from Hindi to English. This includes the translation of the Annual Report, Outcome Budget, all types of official letters, recruitment rules, press notes, press releases, VIP references, semi-official letters, general correspondence, letters to subordinate offices, office memorandums, office orders, circulars, letters sent to various states, print media reports, invitations for inaugurations, seminar-related invitations, and program outlines.
Official Language Implementation: The Hindi Section is responsible for preparing and submitting SPNIWCD's quarterly reports, half-yearly reports, and annual reports on the usage of Hindi to the Department of Official Language. It also reviews the quarterly reports of subordinate offices/regional centers, issues circulars related to constitutional provisions of the Official Language Act, issues inspection points, organizes meetings of the Departmental Official Language Implementation Committee, handles correspondence with the Department of Official Language, organizes activities for the Official Language Fortnight, ensures the implementation of the Department of Official Language’s annual programs, and maintains a roster/data regarding the Hindi proficiency and educational qualifications of the officers and employees. Based on this data, employees are nominated for training, and the Hindi Section liaises with relevant training institutes to provide the necessary training. It also fosters an environment conducive to the use of Hindi.
All major activities, research reports, and policy documents of the institute are prepared in Hindi as well, ensuring that people from Hindi-speaking regions have access to this information and can play an active role in these activities. The Hindi Section not only translates documents but also prepares original content, promoting effective communication and writing in Hindi. In addition, the Hindi Section organizes Hindi Fortnight (Hindi Pakhwada) in September, during which various competitions like essay writing, noting and drafting competitions, 'Learn Hindi through Games,' extempore speech, and dictation competitions are held to encourage interest in learning Hindi among officers and employees.
Throughout the year, the Hindi Section at SPNIWCD organizes four quarterly meetings on the implementation of the Official Language, with the aim of raising awareness about Hindi among the institute’s employees and officers and encouraging the use of Hindi in official work. Special workshops are also organized each quarter to provide more information on the formal use of Hindi. These workshops, conducted by expert trainers, focus on various aspects of Hindi grammar, literature, and the use of Hindi in government functions.
Work Related to NARAKAS and the Department of Official Language
SPNIWCD is also a nodal office under the Nagar Rajbhasha Karyanvayan Samiti (NARAKAS) South Delhi-1. As a nodal office, the responsibility of the Hindi Section is to review the Hindi-related data of ten member offices under its purview on a half-yearly basis and forward the reports to NARAKAS and the member offices. The Hindi Section of SPNIWCD performs this responsibility with great diligence.
The Hindi Section of SPNIWCD prepares various administrative and academic documents in Hindi, including correspondence, report writing, and the formulation of plans, which are translated and presented in Hindi. Additionally, the Hindi Section ensures that both internal and external communication of the institute is conducted in Hindi to ensure proper compliance with the Official Language Policy.
